Internal: the in-cluster storage operator fetches the desired StorageClass bindings for its OWN cluster. Returns one entry per live cluster_tcp_storageIntegration, which the operator renders into a BlockNamespaceBinding CR (storageIntegrationId -> spec.integrationId). Authenticated by cluster identity (bootstrap or OIDC), never a customer session; mb_id + cluster_tcp_id are derived from the identity, never the request.
